Instead of this:

Vote for the next map:
1. Overhang
2. Taiga
Type the number of the option you choose.

Where all the options are survival, we could have this for every round:

Vote for the next map:
1. Falls
2. [Classic]Soar
Type the number of the option you choose.

Basically, every vote is between survival and classic. Simple idea, no harm done, everyone is happy. Who doesn't like more democracy?

I don't think so. If RoF's coded well, it should be pretty easy in fact. I've never seen the RoF code, but it should only be getting one survival and one classic (which in the worst of cases you can find with any map with [Classic] in front of it) and then voting as usual.
