Question: How to do Custom Potions ?

Hi all BB fans, just got a quick question.

I have seen 2 people with custom potions.
One of them I had given to me, it was named "Icarus Potion" and had the Jump Boost Effect level 4, for 10 minutes.
The other I had given to me, they asked to give back and did the ignore command. I tried to drop it and give back but they kept flying all over the place and eventually they logged off. This was Slowness 4 for 10 seconds.

I have been told by some people that Custom Potions are not possible to get, and there is no command to get one.

Could anyone please tell me how to get custom potions?

ClockworkMyr did say that ops could not get custom potions, i believe its a controller+ or admin+ thing. Though, i am 100% sure.
