The town must have a cohesive theme/goal (e.g can't just be random huts with no thought/plan)
Must have an established town that meets basic needs for everyone

Please keep in mind applying for a town will completely replace the land claim system essentially, hence the price. You will also not be able to "claim" any more chunks, but if you need expansion, it's as simple as asking a staff member for a review and they will make sure your town has grown enough to have an expansion. This will drastically over time reduce the cost of the chunks you buy, and you will also no longer have to worry about limits. If you attempt to claim land in your town, it simply won't work as WorldGuard blocks Lands.
