There should be a vote option for none of the above. It should re-pull two more random maps and redo the vote. Otherwise there's cases when the majority of the server wants to do something not classic but two classic maps come up etc, the other way around can be solved because if someone wants classic they can just nominate it, but nominating a survival map just in case a double classic shows up in vote isn't optimal.
