[Suggestion] Added creative commands for higher ranks.

I would like to suggest that higher ranks get additional commands to use in creative rounds.

/water = The ability to place water buckets.
/paint = Ability to change blocks from one type to another.

These are the two commands that come to mind, and would not be available in survival or deathruns.
What do you guys think?
