I'm pretty sure that right now, people in England are in GMT+1, and PDT is GMT-7.

Maybe, but the thing is people end up getting confused because some people think it means 7 hours behind Greenwich, when it is almost always 8. That's why I usually refer to the English time always as an absolute time, to prevent confusion.
